How and who can get BSN for non-residents (RNI)

Everyone who lives in the Netherlands knows perfectly well that with any phone call, for example, to sign up for the same coronavirus test, you need BSN-room. He is asked in all government offices.

But why? BSN (burgerservicenummer) is a single citizen registration number. It is necessary not only to pay taxes, but also to open a bank account, receive a salary and insure yourself.

BSN receives a resident of the Netherlands, that is, a person who has a residence permit in the country of mills and tulips. What if you don't have one? You are in the Netherlands temporarily - on a business trip, on an internship, visiting relatives or working under a temporary contract. You want to open an account at a local bank, buy real estate, or, for example, get vaccinated against coronavirus and go to restaurants and theaters. But there you need a QR code, and for it, like everything else, you ultimately need a BSN. Is the circle closed? Not at all.

BSN-INR for non-residents

A resident of any other state can receive a temporary BSN... To do this, you need to register in  database non-residents  (registratie niet-ingezetenen or RNI). After that you will be given non-resident certificate - RNI uittreksel. It will contain an identification number - BSN-number. It is also often called BSN-INR-number.

Registration in the RNI register is possible only in 19 municipalities (gemeente) of the country. Namely: Alkmaar, Almelo, Amsterdam, Breda, The Hague, Doetinchem, Eindhoven, Groningen, Goes, Heerlen, Leeuwarden, Leiden, Nijmegen, Rotterdam, Terneuzen, Utrecht, Venlo, Westland and Zwolle.

It is better to book the date and time in advance. The waiting time is different everywhere. The requirements for the list of documents are also different. Most municipalities only require a passport, but in some others you may be asked to fill out a special form where you will need to indicate the address of stay in the Netherlands.

We advise you to have a document with you that confirms your address of residence in another country. This can be a bill payment receipt, where there is an address or a bank statement.

If you do not speak Dutch, English or German, bring an interpreter with you.

Who needs it most and what is the validity period BSN-INR

The RNI number is required for EU citizens who come to the Netherlands to work. And there are a lot of them, because they can work in the Netherlands without additional permits. The duration of a work contract may be different, and not everyone knows that if a person works in the country constantly and does not leave every week, then he must register in the country in a maximum of 4 months. Therefore, the RNI is issued by default only for 4 months. After the registration of a non-resident expires.

If you want to extend your RNI (and it is possible), then you must justify it.

The 4 months rule has the following exceptions:

  • residents of border areas (Germany and Belgium) who work in the Netherlands. They do not need to register in the country, no matter how much they work.
  • Citizens residing in other countries, but who bought real estate in the Netherlands (and, accordingly, paying taxes here).
  • Residents who left the country for a year to study or work, and therefore were discharged
