The question is: If you receive a home abroad as a gift / inheritance, is it taxable and should I report this to the tax inspectorate. thank you in advance

No, real estate abroad is not taxed under the double taxation law. The idea is that you already pay tax in the country where the residence is located. With regard to tax notification, everything is more complicated. In theory, yes, you must show this property when filing your tax return, however, if you are a highly qualified professional and you have the right to 30% tax, then you are exempt from this obligation.
