Ukrainian refugees under the temporary protection of the Netherlands are granted basic health care package. However, some types of medical care are not included in it. For example, dentists now often help adult Ukrainians with acute problems free of charge. And finally, from July 1, 2022, the new scheme will work compensation for Dutch doctors.
What's the problem?
In accordance with the requirements of the EU Directive on the provision of temporary protection to Ukrainian refugees (so-called displaced persons), they cannot be applied to the Medical Asylum Seekers Scheme (Regeling Medische zorg Asielzoekers, RMA).
Therefore, in March 2022, the Ministry of Health, Welfare and Sports decided that the provision of medical care to refugees from Ukraine will be reimbursed under the Medically Necessary Care Subsidy Scheme for Uninsured Persons (SOV). As a result, health care providers can apply for reimbursement from the CAK insurance system to provide assistance from the basic package to people who have left Ukraine. However, it soon became clear that a number of important types of medical care for patients over 18, including dental care, were not included in the list of reimbursable expenses.
Solution
During a recent webinar, the Ministry of Health, Welfare and Sports announced that the issue has been resolved. The following new regulations will come into force on July 1: RMO – Displaced Persons Medical Services Scheme (Regeling Medische zorg Ontheemden). This scheme includes an amount of 250 euros per displaced person for medical services outside the list of the basic package.
This scheme is almost identical to the Medical Asylum Seekers (RMA) scheme. SOV remains available to Ukrainians without a BSN. The RMO scheme will not be available retroactively and therefore can only apply to procedures after July 1, 2022. The declaration will be submitted by medical professionals through the VECOZO online healthcare workflow system with the BSN number of the displaced person.
