More than five million refugees left Ukraine in connection with Russian aggression. Some Ukrainians went abroad on internal passports. The validity of internal and foreign passports for some refugees has expired, which creates difficulties both when living abroad and when returning to their homeland. The Ukrainian government has Decree No. 678 of June 10, 2022, which allows you to issue internal and foreign passports abroad. We draw the readers' attention to the fact that internal passports in the form of a booklet are not currently issued, only a passport in the form of an ID card can be issued.
The resolution approved a pilot project that allows Ukrainians abroad to issue passports. It is currently established that the duration of the experiment will be 2 years. The Decree enters into force 15 days after its publication.
Acceptance of documents for the issuance of internal and foreign passports of Ukraine to citizens of the country who are abroad will be carried out by a separate subdivision of the state enterprise "Document", located outside the Ukrainian territory. Enterprise "Document" is managed by the State Migration Service of Ukraine and is the administrator of the Unified State Demographic Register. The list of countries in which documents for Ukrainian passports will be accepted will be published by the State Migration Service in agreement with the Ministry of Foreign Affairs of Ukraine.
