On April 28, 2022, the US Congress adopted by a majority of votes the "Lend-Lease Law in Defense of Democracy in Ukraine of 2022" No. 3522. The United States Senate approved this document on April 6.
Now the President of the United States can organize the supply of arms and other necessary goods to Ukraine and Eastern European countries without lengthy bureaucratic delays. These shipments are exempt from restrictions imposed by the Foreign Aid Act and the Arms Export Control Act. Deliveries will be carried out without advance payment. The President of the United States must, within no more than 60 days, establish an accelerated procedure for the delivery of weapons and other equipment to Ukraine. The President may delegate powers related to Lend-Lease to an official appointed by him in agreement with the Senate.
This is the second lend-lease law in US history. The first was adopted during World War II and largely ensured the victory of the Allies over Nazi Germany.
