Russia's attack on Ukraine led to a massive influx of refugees. It is believed that about 4 million people left Ukraine. Approximately 2,5 million were accepted by Poland, but some of the refugees went to other European countries and, in particular, to the Netherlands. In the Dutch municipalities, 33 places have been created for the resettlement of Ukrainian refugees, 796 of them are already occupied. Conclusion of financial agreements with municipalities
The main part of the practical work on the reception of Ukrainian refugees lies with the municipalities. The admission of Ukrainians should not worsen the financial situation of municipal authorities, so the government of the Netherlands will take on most of the costs. For the resettlement of refugees in municipal housing, municipalities will receive 700 euros per week per person. The rules for paying for the accommodation of refugees in private housing will be regulated separately. In addition, payment of other expenses of municipalities for refugees (education, medical care, etc.) will be made by the relevant ministries. Compensation of expenses of municipalities will be carried out on the basis of relevant reports.
Facilitating the registration of refugees and their obtaining the necessary codes
It is noted that the acts facilitating the registration of refugees and their receipt of identification codes have already been adopted, but so far there are many errors and inconsistencies in them. Work to address these shortcomings will continue.
Help for students
Unfortunately, so far we are talking only about those students from Ukraine who studied at educational institutions of higher and secondary vocational education in the Netherlands even before the start of the war. Due to the fact that some of these students have lost the opportunity to pay for education and living due to hostilities, the government plans to allocate up to 2,5 million euros to help them. Of the total amount, 2,3 million euros are allocated to help students of universities and institutes, and 0,2 million euros to students of secondary vocational education institutions (mbo). In total, there were about 2021 such students in the Netherlands as of September 700.
Help scientists and researchers
About 700 scientists from Ukraine, Belarus and Russia work in the Netherlands. Some of them found themselves in difficult financial circumstances due to the war in Ukraine. The Government will explore the possibility of helping them, in particular by placing them in hotels.
Resolving the Issue of Benefits for Homeowners and Tenants Who Hosted Refugees
Formally, under Dutch law, a change in the number of people living in a dwelling can affect the amount of benefits received by owners or tenants of housing. This rule will not apply to such persons who have accepted Ukrainian refugees, and the amount of benefits received will not decrease.
