More than thirty major industry and housing associations signed the Housing Action Program on February 17, 2021 (Actiegenda Living), according to which at least 2030 million houses will be built in the Netherlands by 1.

The construction of 75 thousand houses, currently carried out in agreement with the Cabinet of Ministers, is not sufficient to fill the shortage of more than 300 thousand houses in the country. According to the largest industry associations and housing associations, the Government's forecasts do not sufficiently take into account the impact of population growth, a decrease in the size of a household often to one or two people, and, in this regard, an increase in their number, an increase in the number of elderly people living independently for a long time. and immigration.

According to the publication AD.NLThis Program is also a call to politicians to create suitable conditions and find additional funds for the implementation of the project.

“Expanding the scale of construction to 100 homes per year in the near future will require huge investments from construction companies,” says Pete Adema (Piet adema) from industry association WoningBouwersnl. “This is only possible if new areas are allocated for development. And if municipalities do not allocate plots, the Cabinet of Ministers should be able to oblige them to do so,” Adema emphasized.

 

Double the rent of social housing

It is important to increase the volume of construction for people with an average income, as indicated in Actiegenda Living... A quarter of the houses should come from housing corporations (social housing), which will have to almost double the rate of construction. The AEDES Consolidation has announced that the program must be canceled rental fee (Verhuurdersheffing) , which now amounts to almost 2 billion euros per year.

According to the Housing Action Program, 30% of houses must be built below the limit National mortgage guarantee (SMALL- National Mortgage Guarantee), which currently amounts to 325.000 euros. Another 10.000 houses are to be offered for less than 260.000 euros. For comparison, average prices for new construction now exceed 400.000 euros per house.

“More affordable housing is needed for all generations, and especially for those starting out. But, unfortunately, this market is not developing now,” says Carsten Klein (Karsten klein) of Association Own Home... “It is very important that such a large coalition has reached an agreement, but we need an additional 2 billion euros per year to reach these construction figures. Government money for infrastructure and facilities can lower land prices to make homes more affordable. ”

 

Industrialization

Major industry associations and housing groups point out that homes can be built faster, cheaper and more environmentally friendly through greater standardization and industrialization. “If we make these new investments in construction, we ask the Government to create optimal conditions for their regulation,” says Adema. “So, at present there are still too many municipalities that are introducing their own additional requirements to building codes. However, this is practically impossible to achieve if houses or parts thereof are manufactured or assembled in a uniform manner in a factory.”
