This is because disclosing the BSN number (Burgerservicenummer) during the consultation and application process for any financial services is contrary to the rules of the Dutch supervisory authority for personal data protection (Autoriteit Persoonsgegevens - AP), according to which non-governmental institutions are not allowed to process BSNs ( for example, record, use, forward or delete) unless the law states otherwise.
The established practice of applying for financial products (such as providing a consumer loan or mortgage) often requires payrolls and annual payroll reports, which typically include a BSN number. It is planned that an alternative could be to provide clients with the ability to download the document without BSN. However, this will not be so easy to accomplish. In many accounting companies, such a workflow has long been established and automated, which means that IT specialists will have to work.
