Many entrepreneurs have faced difficulties and are losing income due to the measures taken by the government to contain the spread of the coronavirus. In this regard, the Cabinet of Ministers has developed an interim regulation that will enter into force in the near future. Entrepreneurs facing financial problems can turn to Hementa for help at their place of residence.

This temporary scheme complements others adopted in the field of taxation and is based on the Self-Employed Assistance Ordinance (Bbz)

What is the help?

This is an additional payment for three months up to the subsistence level - no more than 1500 euros net (the exact amount depends on the composition of the family and your income). Payouts have irretrievable character and do not depend on the partner's income level.

Additionally, you can request returnable loan in order to replenish working capital, the amount of which is limited to 10 euros. The interest rate is being negotiated, but it is approved that it should be below 517% per annum.

Where and how to apply?

The application is submitted to the chemist at the place of residence. Information can be obtained on the website of the respective chemistry.

Requirements for the applicant:

  1. Self-employment (self-employment);
  1. Age from 18 years old to retirement threshold;
  2. Permanent legal residence in the Netherlands;
  3. Citizenship of the Netherlands, EU, Liechtenstein, Iceland, Switzerland or a Dutch residence permit.
  4. Business activity is carried out legally in the Netherlands;
  5. Registration in KVK was made earlier than 01.01.2020;
  6. Compliance with the requirement for an entrepreneur's 1225 hour employment;
  7. The request has been submitted to the Chementa (municipality) at the place of residence.

What information and documents will be required from the applicant?

Identity card, document confirming registration with KVK, data on the composition of the family, information on the business sector and the number of employees.

Assistance period:

From March 01, 2020, provided that you have suffered from the consequences of the coronavirus.

It is assumed that this support measure will be valid until June 01, 2020, while the regulations have the opposite effect, i.e. assistance can be requested now or later for the previous period (from 01 March 2020)

Notes:

  1. Viability test (identification of signs of bankruptcy) within the Bbz is not carried out;
  2. The model of granting a loan implies the possibility of deferring its repayment.

The scheme will be finalized in collaboration with the VNG (Association of Dutch Municipalities) and Divosa (Social Non-Profit Organization) so that it can be implemented as soon as possible. The issue of optimization and reduction of the processing time of applications will also be considered.

For the implementation of these support and cost recovery measures, municipalities will receive a total of about 75 million euros, with a possible doubling of the allocation.
