  • To date, about 1,2 million private entrepreneurs are registered in the IP
  • Moreover, 85.000 of them earn on average less than 16 euros per hour.
  • And these latter mainly work in the delivery service in the arts, gardening, home care and passenger transportation.

It is in the interests of this group that it plans to introduce a minimum rate for private entrepreneurs at 16 euros per hour.

However, the implementation of these plans and their monitoring can be difficult, since it is very difficult to determine exactly how much a delivery person or artist gets per hour if you are contracting for a specific service, rather than an hourly rate.

However, the government is optimistic and believes that the inspectorate of the Ministry of Labor and Social Development (MinisterievanSocialeZakenenWerkgelegenheid) will be able to determine whether the minimum wage rule is being met. They plan to do this based on average hours worked and profitability.

This inspectorate is already monitoring, for example, compliance with such laws as: the law on the minimum wage and the law on the employment of foreigners. Until 2023, the inspectorate of the ministry will receive 50 million euros per year and with this money will be able to hire personnel to implement their plans.

It is also interesting that in addition to the minimum hourly rate, a rule will be introduced for private entrepreneurs with a high hourly rate (more than 75 euros per hour). They will be able to waive payroll taxes and insurance premiums. Thus, the government also wants to ensure that the client does not have to pay any additional taxes.

There are about 150 people who will be able to take advantage of this new rule. Most often they are highly qualified specialists working for financial institutions as management consultants or dentists.
