Probably, all those interested were closely following the development of events, because shortening the period for granting tax credits (taxiing) is a serious thing. Initially, the plan was to transfer everyone for a five-year period starting from January 1, 2019. However, citizen outrage helped to initiate a review of the decision. And now a new and final resolution was issued.
So:
From 01.01.2019, all new arrivals specialists will receive taxiing for 5 years.
Those who are already working and receiving tax rebates remain in their deadlines for now, but on 01.01.2021 their taxiing period will be reduced to 5 years. This means that those who at that moment have already worked here for 5 or more years as highly qualified specialists will no longer receive taxiing. And for those who have a shorter period at this moment, the period will be reduced to 5 years, that is, they will continue to receive it, but only as much time as remains before the expiration of 5 years.
