No, these are two different concepts.
Non-working partner refund is a tax credit (algemene heffingskorting). Any taxpayer or any person living in the Netherlands is entitled to it. Discounts are automatically applied when calculating salaries. For those who work, all discounts are deducted automatically, and for people who are unemployed, there is nothing to deduct this discount from. But if you are fiscal partners and have lived together for at least 6 months in this calendar year, then you can distribute this discount among yourself. That is, the non-working partner's discount can be applied to the taxes of the working partner.
And the unemployment benefit depends on the period of work and on the average earnings at the previous job, in the Netherlands it is requested from UWV.
