I want to open an individual entrepreneur (EMZ) in order to receive a tax refund from the kindergarten and officially show my tax. But on the KVK website it is written that employment should be at least 1200-odd hours per year, which I definitely won’t have until the end of the year. Is this critical? are they punished for this? Or will they distribute the required hours evenly over the rest of the year? (I understand that I need to keep a time sheet of working hours) Another question: when I open an individual entrepreneur, will my husband’s benefits for me being unemployed be canceled? or they will pay for 2019, since my income is approximately 600 euros per month. (on your website it says that they can keep the husband’s allowance if the partner earns little) Maybe then it makes sense to open an individual entrepreneur in 2020 in order to save the allowance for 2019?

If you are now working under a contract, this is also a confirmation of your employment and a reason to get a return to the kindergarten. It is not completely clear then why exactly to open an IP.
Nevertheless, about the SP. If you register now, the tax authorities will not consider you an entrepreneur precisely because of the lack of hours. This is critical for them. You are not punished for this, but you are not entitled to tax breaks if the hours are not worked out in a year. And she doesn't count them proportionally. Therefore, if we are to open it, then it would be more logical to do it next year.
Regarding the return to a non-working partner, it is also not completely clear, if now you are working officially, then when you submit the declaration, your income will be taken into account and, possibly, you will receive some kind of return. That is, in fact, it makes no difference how you work as a self-employed person or as an employee.
