If the contract for work and the lease is from January 1, and registration in the city hall on the tenths of January, then this means the M-form, or are there options? There is a law on taxes in the public domain, but about this form I have found so far only a short answer on the tax website, from which this point is not clear.

The tax office uses the same base as the city hall. That is, in your case, you lived in 2017 from 10/01/2017 to 31/12/2017, and this is an incomplete year and M-form.
