On Prince's Day (Prinsjesdag), 19 September 2023, the Cabinet of Ministers will traditionally talk about its tax policy for 2024 and the years following it. In this news we will focus on changes to the so-called wealth tax, which is assessed in Box 3.
In this box, capital gains tax (vermogensaanwasbelasting) will be divided into two types. The first will include income tax on interest and dividends received, as well as the annual change in the value of assets. The second type includes capital gains tax, levied only after cashing out profits. Different types of capital will be taxed differently:
- Assets that can be easily monetized, such as savings and investments on the stock exchange, will be taxed immediately.
- For unlisted properties and investments, capital gains tax will only apply once the investment is sold.
- Some forms of capital, such as second homes and holiday homes for personal use, will be taxed on a lump sum basis.
What is new is that losses can be offset in subsequent years by increasing the value of the assets. The size of the bet has not yet been determined. The changes will come into force no earlier than 2027.
