From 1 January 2023 municipalities provide more assistance to migrants to integrate into Dutch society. This was a consequence of the adoption of amendments to the Civil Integration Law of 2021, which entered into force on January 1, 2022. Simultaneously with the 2021 Integration Law, the 2013 Law also applies. It covers approximately 60 migrants who arrived in the country before the new law came into effect.
In addition, they changed the integration program itself. On January 1, 2023, amendments to the Law, Decree and Civil Integration Rules of 2021 came into force. They also apply to migrants subject to the 2013 law. Some migrants do not fulfill their integration obligations. Sometimes there are objective reasons for this, but a fine can be imposed on a migrant. Now municipalities will be able to send such people to courses, which will exempt them from a fine. In addition, they organize direct data exchange between the municipalities and the Executive Agency for Education (Dienst Uitvoering Onderwijs - DUO). It is planned to allocate 2026 million euros for the organization of this connection until 9.
Under the Integration Act 2021, municipalities are required to develop a ten-week plan for the integration of foreigners (Plan Inburgering en Participatie - PIP). The plan comes into effect from the moment the migrant is registered in the municipal database (BRP). From 2023, the plan comes into effect from the moment the notification of the obligation to integrate is handed to the migrant. Those who are in refugee reception centers are still on the plan from the day following the day they are registered with the BRP.
