More than half of the kilometers that the Dutch travel are related to work. At the same time, the employer knows exactly how many kilometers his employees travel, getting to the place of work and moving around the country for official purposes. Accordingly, it is possible to determine the average CO emission2 per passenger-kilometre by organization.

New rules

On April 19, 2022, the Ministry of Infrastructure and Water Resources introduced a bill to Parliament to limit carbon emissions for business travel. The ministry proposes to introduce such a restriction in two stages:

  • Step 1. During 2023-2025, employers will collect information and submit reports on carbon dioxide emissions. The result will be an answer to the question of whether the collected indicators fit into the standards.
  • Step 2. From 2025, a maximum emissions per passenger-kilometre will be set, and employers will be required to comply with it.
Note! Initially, the government planned to introduce from January 1, 2023 not reporting on CO2 emissions, but directly the emission limits per passenger-kilometers themselves. But employers have said they are not yet able to accurately assess the current state of emissions from their employees' transport. Due to the coronavirus pandemic, many employees temporarily work remotely; they will return to full-time work in the office only this year, and, accordingly, they will start using their cars more.

Whom does it concern?

CO2 reporting applies to employers with 100 or more employees. Approximately 8000 organizations meet this criterion in the country. In total, more than 60% of all employees of the country work in such organizations.

Important! Employers will only report totals across the organization. In the reports, employers will not reflect the personal data of employees. Only information will be provided on the total number of business traffic kilometers traveled per year, vehicles used, broken down by fuel type. The government also considers it important that reporting creates as little extra work for employers as possible.

Questionnaire for employees

Employers will be required to complete the eLoket form. A short questionnaire will be used to record employee travel to and from work.

Questions will be asked as follows:

  • How many trips were there between XX and XX?
  • What type of transport was used?
  • What is the postal code of the residential address?

On December 12, 2015, 197 countries adopted the Paris Agreement aimed at reducing global greenhouse gas emissions. As part of the implementation of this agreement, the participating states assumed certain obligations. In particular, the Netherlands has pledged to reach the level of no more than 2030 megaton of carbon dioxide emissions from business travel by 1.

How to reduce emissions?

Some employers already have data on the level of CO2 emissions in their organization. To "fit" into the standards, employees can be recommended:

  1. when buying, be sure to check the car through a special service for CO2 emissions - more about this in our article;
  2. use public transport more often;
  3. in good weather, improve your physical fitness and get to work by bike.

Each employer is given the opportunity to develop their own approaches to addressing the issue of limiting carbon emissions.
