The European Union has agreed on a list of "safe" countries whose citizens will be able to enter the EU from 01.07.2020. EU citizens can also travel to these countries outside the EU.

The list includes: Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, Thailand, Tunisia, Uruguay and South Korea. Chinese citizens will also be able to enter the EU from July 1, if China also allows EU residents to enter the country. The UK and four other non-EU states – Switzerland, Iceland, Liechtenstein and Norway – are automatically included on the “safe” list.

As expected, India, Turkey, the United States, Russia and Brazil are not yet on the list due to the situation with the coronavirus. Also, for some reason, there are no other countries in which the epidemiological situation is better.

At the same time, citizens of a number of categories will be able to enter the European Union from countries that are still banned. These are EU citizens and long-term residents and their family members, as well as people who have a good reason to enter.

The list will be reviewed every two weeks based on the number of new infections. The decision will be made based on the following factors:

  • Ensuring that the incidence of Covid-19 in the country is sufficiently low (less than 16 for every 100 infected);
  • downward trend;
  • social distancing measures were at “sufficient level”.

EU countries were unable to agree on a list last week. In particular, the southern EU countries, for which tourism is very important, wanted to introduce expanded conditions of entry, but the Netherlands, for example, insisted on a list of countries based on the situation with the Covid-19 pandemic. And finally: diplomatic considerations. How embarrassing to include some countries in the EU, but not others.

The problem is that there is no independent body checking the spread of coronavirus. The World Health Organization (WHO) works with numbers that countries themselves provide. The WHO does not count independently. The European Center for Disease Prevention (ECDC) also works with statistics provided by countries. “Ultimately it is about trust,” says a closely linked diplomat. “Do you trust numbers or not?”
