For years, the tax authorities have not refunded paid alerts to citizens and companies, although they should have. They cited a malfunction of their system as the reason. However, they also concealed this fact from the National Ombudsman. We are talking about 31 million euros received from individuals and entrepreneurs, which the Service put in its pocket from 2014 to 2018.

When do paid notifications arrive?

As a rule, if a citizen or a company does not fulfill the requirements of the Tax Service, at the beginning they receive a free notification about the proposal to correct the situation. If after this no action is taken, the Tax Authority will send a second reminder at the expense of the debtor himself. This usually costs the forgetful recipient 7-17 euros. If this did not have any impact, the debtor is awarded a writ of execution in the amount of 43 to 12 euros, depending on the reasons and extent of the debt.

If the decision of the Tax Authorities is changed or canceled, for example, due to a successful appeal in court, the costs of the notification and the writ of execution must be reduced or reimbursed. This has not happened in 466 cases over the past 000 years.

Knew, but did not say

Since the beginning of 2016, the Tax Authorities already knew that their system was not working. But when questions arise about reimbursement, employees reported that funds are reimbursed only if citizens and companies themselves submit a request. However, subsequently, the tax authorities concealed this fact from the National Ombudsman. In 2018, the Ombudsman personally began to receive signals that the Tax Service allegedly did not reimburse costs by mistake.

Judging by the documents, in 2018, to the first request of the Ombudsman about whether the notification costs would be reduced if the tax estimate was reduced, the Tax authorities responded that this would depend on the priority and labor costs of Tax officials. But as a result, this point disappeared from the discussion.

In 2016, the Tax Office made an attempt to develop a new automatic system, but it was not successful. In early 2019, the tax authorities themselves announced that the system was not working properly. However, there are no plans to launch a new system yet.
