Moved with his wife to the Netherlands in October 2018. In March 2019, unknowingly, they filled out tax online forms for 2018 on the tax website. Later, we both received letters from the tax office with a proposal to fill out paper M-forms by July 1, 2019.
Does this mean that now we have become MANDATED to submit M-forms within the specified period, and not within 5 years? Initially, no tax inquiries were received.

The text of the letter is as follows
Ik heb uw aangifte inkomstenbelasting / premie volksverzekeringen 2018 ontvangen. Ik kan deze echter niet verwerken, omdat u volgens mijn gegevens een ander aangifteformulier had moeten gebruiken.

U bent verplicht aangifte doen op de door de inspector voorgeschreven wijze. Het juiste aangifteformulier wordt u apart toegezonden. Vermeld uwserviceburgernummer en naam op elk losgescheurd blad. Stuur alleen de ingevulde bladen en het ondertekende voorblad naar ons terug. Als u een uitnodiging tot het doen van aangifte hebt ontvangen, dan moet de aangifte bij ons binnen zijn vóór 1 July 2019

Gennady, good afternoon.

Since you only arrived in October 2018, you initially had to fill out an M-form. Formally, you are obliged to fill it out after the letter to the tax office, but according to the law it is also necessary to do this if you know that you have to pay something. Well, it's just rational to do it if you are entitled to a tax refund.

Actually, the letter says that they cannot process your declaration, since the form is not the same. The required form will be sent to you by mail, as it is filled out on paper. Back they ask you to send only the completed sheets and the first sheet with the signature. The name and BSN must be indicated separately on each sheet (there is a place for them at the top).

They also write that you must do this by July 1st if you received a letter from the tax office. In your case, you do not have to meet the deadline, since there was no first letter (you filled it out on your own initiative). However, since you have not lived and worked here for a full year, it is possible that you are entitled to some kind of tax refund.

The M-form is not exactly the same as the electronic one, so if you have any difficulties with it, we will be happy to help you fill it out. Moreover, we do not need a paper form. Here here you can order the filing of the declaration through us.
