Hello,
My wife and I work in the Netherlands and besides the main job there is no other income, we don’t have our own home, so all taxes are paid by the employer and is filing a declaration voluntary in this case?

I started working in the middle of 2017, and my spouse at the end, based on this, I can get a tax refund (medical insurance for a spouse in a non-working period, etc.), can I postpone filing a declaration for the next year and apply for 2017 and 2018?

If you have not received a letter on filing a declaration, then you have no obligation to file it.
In the event that you still decide to file it, you have another 5 years, that is, the tax return for 2017 is accepted until 31.12.2022/XNUMX/XNUMX.
In your case, I would recommend that you submit a declaration for 2017, because most likely you will be entitled to a refund (as always happens when you work for an incomplete calendar year)
It makes no sense to apply for a spouse in 2017, because she lived for less than 6 months. But, if it does not go to work in 2018, then it will be possible to return about 1000 euros to it by submitting a declaration for 2018
As for the refunds for medical insurance, this is not a tax refund, but a subsidy. It is calculated per family, depending on the total income and if you have paid medical insurance.
