Good afternoon!
We moved to the Netherlands in 2018, my husband in July, my child and I at the end of September. The marriage is official, we live at the same address.
Did I understand correctly that in 2018 I do not need to submit an M-form because I did not work and at the same time lived in the Netherlands for less than 6 months in 2018?

Yes, you understand correctly. You can file this return, but it will not change anything for tax refunds, so you do not need to file it.
