From November 1, 2022, low-income households will be able to receive interest-free loans to insulate their homes. Minister of Housing and Spatial Planning Hugo de Jonge said that every cent spent on warming houses pays off, but some households do not have the funds to carry out the necessary work. The proposed interest-free loan will solve this problem and save on heating.
In addition, the Dutch Enterprise Agency (Rijksdienst voor Ondernemend - RVO) can subsidize up to 30% of the costs of certain other energy saving measures. Municipalities (gemeente) receive funds from the National Insulation Program - Nationale Isolatieprogramma - to inform residents about effective heat saving solutions. Dutch buyers of solar panels are refunded the VAT paid on purchase.
The National Thermal Fund was created on the initiative of the Government. Lender organizations such as banks participate in its financing. The Fund does a great job of saving heat and provides assistance to both private owners or tenants, and housing associations. The fund's employees strive to offer their clients energy-saving programs that do not initially require large expenditures.
The zero interest rate on energy saving loans for low-income households will be in effect for at least two years. Next, the government will evaluate the effectiveness of this measure and decide whether it is appropriate to extend it.
