The average cadastral value of houses in the Netherlands has risen again. This time by 7 percent. The national average is 290 euros. This is an absolute record for today. There have been no such figures in the entire history of housing appraisals in the country, according to the Central Bureau of Statistics (CBS).

 

Interestingly, the municipality of Pekela has the lowest WOZ-waarde – 148 euros. But in Bloemendaal the highest is 000 euros. The difference is more than five times. Imagine, WOZ-waarde has been growing for six years in a row! This is great news for those who are planning to sell their home, but we will discuss below whether those who are just planning to buy their home should be upset.

Residential property value (WOZ-waarde) is the assessment of the value of housing by municipalities based on market prices, house type, size and location. This applies to all houses/apartments, including rented and unsold owner-occupied units. The value of a WOZ house is approximately a year lower than the actual price, since residential real estate is valued on January 1 of the current year at the actual value as of January 1 of the previous year.

 

Why should every inhabitant of the Netherlands know how much the house / apartment in which he lives is worth?

  1. If you have a mortgage on your home, the WOZ-waarde will affect the amount of your mortgage tax refund and income tax recalculation.
  2. WOZ-waarde influences the calculation of municipal taxes. Among them:
  • real estate tax (onroerendezaakbelasting or OZB)
  • sewer tax (Rioolheffing)
  • garbage tax (waste charges)
  • channel tax (waterschapsbelasting / waterschapslasten). It includes fees for water supply, treatment and pollution)

It is for these taxes that you receive an invoice for payment at the beginning of each year.

  1. WOZ-waarde affects the market value of your home, as the taxateur relies on it when evaluating a home. Information about the value of a home is essential if you intend to sell or buy it. The size of the mortgage that you will be approved depends on WOZ-waarde.
  2. The cadastral value of the house is also taken into account when calculating inheritance tax and in the case of division of property. We wrote more about general taxes here.

 

Given these reasons, it is important to know that anyone who disagrees with the assessment of the value of their home can file a protest. The decrease or increase in the value of a home depends on your specific goals.

 

Please note that in your protest, you must indicate the reason for your disagreement with the price. The reason for reducing the value of the house and, accordingly, municipal taxes, can be anything. Even as trifling as a branchy tree that prevents the sun's rays from entering the living room. Or, let's say, the absence of double frames in all rooms. To increase the value, you can, for example, place special emphasis on the proximity of shops, a playground and public transport stops.

How to file a protest?

A protest can be filed within six weeks after receiving the WOZ-beschikking decision. This decision is made at the beginning of the year.

 

Both tenants and homeowners can object to the decision on the appraisal of housing. You can appeal the decision in your municipality (gemeente). You can do this online using your DigiD. To do this, go to the gemeente website, find the page with objections (bezwaar maken) through the search and make sure that there is WOZ-waarde in the list of necessary protests. The procedure differs depending on the municipality.
