When compiling the rating, the researchers studied the extent to which the tax legislation of the country allows companies to evade taxes and how much money from transnational corporations passes through the country under these schemes. The index assesses the tax and financial systems of each jurisdiction to provide a clear picture of the global drivers of global corporate tax abuse and highlight laws and policies that need to be changed to reduce the scope for abuse in each jurisdiction.
