Dutch parents bear very specific expenses for the maintenance and upbringing of their children, and the child benefit system is in no way tied to these specific expenses. The government plans to change this system. Parliament has been informed about the government's plans. Letter signed by Minister of Social Affairs and Employment Van Gennip, Minister of Education, Culture and Science Dijkgraaf, Minister of Primary and Secondary Education Paul and Minister of Benefits and Customs De Vries.

The government wants to make parental care cheaper for most Dutch people than it is now. The coalition agreement signed when the new government was formed called for a non-income-related child benefit and a study on how to make the most of the money it allocates. Currently, there is both a system of direct financing, not linked to income, and financing with personal contribution, which depends on the income of the parents. 

The government proposes:

  1. Change the system for requesting benefits. Currently, parents make the request, but the government plans to assign this responsibility to child care authorities. As a result, it is expected that the question of whether parents qualify for a particular benefit will be clarified at the outset. Accordingly, submitted requests will be quickly satisfied, and requests that do not meet the conditions will not distract employees of various organizations from their main work. An important part of this change is the rapid and high-quality exchange of information between the various bodies involved in the process of awarding and paying benefits. Organizations that violate the rules for providing information are proposed to be fined.
  2. Gradually increase the non-income child benefit over the period 2025-2027. For 2025, 429 million euros have been reserved for this purpose. The government proposes to consider 4 schemes for this increase: which one will be adopted, time will tell.
