Good day! Moving to the Netherlands with my partner. The partner has Kennismigrant status. When will the ruling apply to me as well?

Ruling applies only to the person to whom it was issued. That is, if it is issued to your partner, then it does not apply to you in any way.
You can get a ruling yourself if you meet the conditions: your employer is on the IND list; during the last 2 years before your 1st working day, you have lived for at least 16 months at a distance of more than 150 km from the border of the Netherlands; you have already signed a work contract; you come to work from another country.
If you get ruling regardless of the partner, then both partners in your family will have a tax credit.
