What exactly is happening?
According to the city's estimates, Helmond is home to from 6,000 to 8,000 people, which are actually located in the municipality, but are not officially registered.
Now, for each such employee, the landlord will pay:

Formally, the landlord pays the tax, but the authorities don't hide it: these costs may be passed on to the workers themselves.
Why did the authorities take this step?
The city explains its decision simply: These people use roads, waste collection, sports facilities, and public green spaces.
