VOG (Verklaring Omtrent het Gedrag) is the Dutch equivalent of a police clearance certificate. Since 2022, the letter P has been added to the name of the document, which means that the check is also carried out at the police bases. A number of positions in the Netherlands are prohibited from holding without this certificate. Organizations can obtain a VOG P certificate on their own initiative and use it to prove their trustworthiness.
From May 1, 2023, the number of organizations and positions for which the presence of a VOG P certificate is mandatory has increased. This was announced by the control body of the Ministry of Justice and Security - justis, evaluating the reliability of organizations and individuals.
Who is required to have a VOG P certificate?
You must pass a due diligence check and have a certificate confirming this:
- Municipal employees working in the field of public order and security,
- Persons holding positions subject to the Public Administration Promotion of Integrity Assessment Act (Wet bevordering integriteitsbeoordelingen door het openbaar bestuur (Bibob)),
- Persons working in the areas of anti-subversive activities, information security and supervision,
- Special Investigators (Buitengewoon opsporingsambtenaren (boa's)). These investigators are employees of a number of organizations (municipalities; customs; the Correctional Services; regional information and expert centers; the National Center for Information and Expertise, etc.), endowed with limited powers and rights to conduct an investigation.
The employers listed in the last paragraph do not have the right to hire persons who do not have a VOG P certificate for their respective positions. A certificate of good conduct is required by law for certain positions, such as a teacher, a nanny or a taxi driver. Other employers may also ask candidates for employment to provide a certificate of good conduct.
Do I need to get a new police clearance certificate?
If a person already works in the relevant position and has an old-style non-conviction certificate, a new certificate is not required if there have been no complaints about the use of violence by him.
