From 2023, municipalities will be able to charge lower parking fees for electric and hydrogen vehicles. To do this, the Cabinet of Ministers of the Netherlands plans to amend the current legislation. Vivianne Heijnen, Secretary of State for Infrastructure and Water Resources Management, announced this to the House of Representatives of the Parliament. Heinen says the government's job is to give municipalities a tool to encourage buyers to buy sustainable modes of transport. It is up to the individual Hementes to exercise this right.

How are parking fees currently regulated?

The right of municipalities to establish parking rules and its cost is enshrined in Art. 225 of the Law on Municipalities. Circumstances differ from municipality to municipality, so it is the hementes who decide how much and where motorists will pay for parking, and whether such a fee will be charged at all. Legislative changes initiated by the government will allow municipalities to give discounts on parking to owners of electric and hydrogen cars.

It is possible to introduce discounts both for regular parking along roads and in parking lots, and for paying for the right to park within a certain area. It is up to the municipalities themselves to decide whether such discounts will be provided and how much eco-vehicle owners can save. The use of discounts will be possible through parking applications in smartphones or by introducing an additional function on parking meters.

Discount will be provided only for clean cars

Only owners of such vehicles, which do not emit exhaust gases at all, will be able to receive a parking discount. This type of transport includes electric and hydrogen vehicles. Various hybrid vehicles and cars with reduced hydrocarbon fuel consumption do not fall into this category, respectively, their owners will not receive the right to a discount.

The total number of cars in the Netherlands is about 9 million, but only 300 thousand of them are environmentally friendly. It is expected that by 2030 the number of such machines will reach two million.

Further plans of the Government for the transition to environmentally friendly transport 

It is planned that by 2050 vehicles polluting the air will completely disappear from the Dutch roads. Only environmentally friendly cars will drive on them. Technique is rapidly improving, especially for car batteries. The cost per kilometer of clean transport is constantly decreasing. The government expects that the network of filling stations for such cars will expand rapidly. All this allows us to hope that the plans of the Cabinet of Ministers for the transition to clean transport will be implemented.

Green car parking discounts are another measure that will increase the attractiveness of this type of vehicle to buyers. When preparing amendments to the legislation, the Government worked with municipalities: Hement representatives spoke in favor of providing them with this tool to influence the automotive and environmental situation in the regions.
